Can a submission be used as a set up move for a finish? Example a full nelson as the setup move and a dragon suplex as the finish.

Technically you can but there is a caveat: the wrestler will hold on to the move for a while before going for the finisher.
Three possibilities: a) the wrestler lets go and then tries the finisher b) the opponent reaches the ropes, then the finisher gets tried anyway c) the opponent breaks the submission hold, in which case they make a comeback
a) looks great. b) works for a full nelson / dragon suplex combo but might not work for other combinations. c) also doesn't cause anything weird.
So if b) works in a logical way for that particular submission move setup/finisher combo, then go for it.
