Anyone else have issues booking draws, be it time limit draws or double countouts?
TNM just does NOT like to honor my booking when I do that. In one match that I booked as a double countout, I had to restart about ten times before it finally hit the booked finish.
I booked a 60 minute draw for another match, and it *never* hit the draw...I had to settle for far more decisive finish than I wanted for that bout...this was after about 20 restarts.

The only problem I've had as of late was booking a 15 minute draw that went 20 minutes instead and then had the draw. A quick edit in Word fixed it, but still kind of annoying.

What I usually do is change the standard time limit for a match to whatever time limit the draw is booked for. Never had an issue since.

I've booked a couple double countouts in WCW97 (Flair vs Hennig at Souled Out '98 and a TPE-Windhams match on WCWSN) and I don't recall having any trouble with either one.

Yeah, I think you need to change the time limit of the match if you want a time limit draw to occur at 15 minutes. Same with 60 minute time limit draw. If the time limit says 20 minutes, I think TNM gets confused.
I have had no problems with double DQs or COs.
