With all the new bells and whistles about TNM -- new moves, new export management stuff, etc -- there's something I want to do, but am not sure the best way to go about it. What I would like to do is take a fresh installation of Build 11 and bring my old circuit over, but without using the import feature of the installer. Instead, I want to keep my circuit history, but bring the wrestlers over one-by-one and run them through the export/import process to see what changes I'd like to apply to their movesets based on the updated built-in stuff that's available and what I'd like to keep as-is. Is this even possible?

First of all the changes to the move database in TNM Tournament Edition will be superficial. Peter and I are working on bringing damage values in line.
Different moves were created by different people, and it turned out that we didn't all share the same vision re: the damage scale.
Additionally, we'll be giving the moves a one-over in terms of counters and flags that were mistakenly set wrongly for individual moves (could be something small like a move being set to not being blockable when it should be - or something bigger like not having set "can be thrown off the top rope" for a move where this would be a possibility).
Your wrestlers will keep working as they have.
In terms of importing your wrestlers one by one, TNM TE comes with the functionality of the Export File Wizard plugin integrated as the standard for importing files. So when you import your wrestlers, you will be shown which moves don't exist in the new reference database but do in your exports. You can then decide to either import those moves or remap them to existing moves in the reference database.
Should be fairly painless, though I'm not sure what you gain by doing it this way, aside from being able to decide not to bring some of your own custom moves over (which I doubt you'd avail yourself of).

Quick question
Can I bring a circuit from tnm 7 9 to 11?
I’m a bit worried about moves as I imported some new wrestlers and caused issues so I went back to a backup

Sure you can. If you simply choose to import your old TNM without updating the move database, you will end up with an exact replica of your Build 9 using the Build 11 binaries.

And your Build 9 will remain perfectly functional, too, so if you end up wanting to ditch 11, you can just go back to your 9 and it will be as if you'd never left.

If you'd like to have them get a health check, ZIP up your TNM folder at the root and send it my way (support@tnm7.com) via WeTransfer.com or a similar service. I can tell you within minutes whether there's something wrong with it and fix it before it spirals out of control.

with the export wizard, once I map the moves, how do I select the wrestlers to import. I seem to be having an issue...Or do I then import the file as normal and its fixed?

The first step is to open the export file.
Then select the wrestlers you want.
Click "Parse Export File" to reduce the "new" moves, managers etc. to the minimum set that need to be imported so the wrestlers you want work.
Then map your moves and dives.
Finally click "Import".
