You're trying to recreate a historic circuit from before the Monday Night Wars so you need some jobbers. The guys who were lucky to hit five moves or get a match lasting five minutes before they were unceremoniously squashed. You've found their height, weight, and hometown but can't find anything more about them. TNM7 needs a minimum of 10 moves for a wrestler so what 10 moves do you give them?
1. armdrag 2. hiptoss 3. clothesline 4. ? 5. ? 6. ? 7. ? 8. ? 9. ? 10. ?
I'd throw in choke and facerake for a heel jobber.
Bodyslam? Chinlock? Wristlock? Side headlock? Vertical suplex?

Side headlock and some kind of chinlock are definitely good ones. I notice the moves list doesn't differentiate between the rear and reverse chinlocks, which I think is a mistake -- the rear chinlock is, IIRC, the one where the fingers are interlaced under the chin, and is usually sold as a more damaging hold than the reverse chinlock, where the chin is in the crook of the elbow and is probably the most common rest hold ever. Wikipedia seems to agree that these are much different holds.
Otherwise...bodyslam is required for a big man jobber, maybe not for a smaller one. Simple strikes like roundhouse right, forearm smash, maybe kick and/or knee to the midsection are always good choices. Stomp for a heel is a must, too.

It also depends on the era and the location.
early 90s WWF jobbers and jobbers from the 80s rarely did things like suplexes, but you'd see jobbers in promotions like Smokey Mountain using them a bit more often.
If I had to give a jobber 10 moves:
a Punch variation (which one is dependent on the jobber) a Kick variation (which one is dependent on the jobber) clothesline back body drop hiptoss side headlock chinlock armwringer forearm smash elbow drop
